GUARANTEE OF FUNDS FOR COMMUNITY PROJECTS AND SOCIAL ORGANIZATIONS TO INCREASE RESILIENCE TO CLIMATE CHANGE

Contextualization

The session presented and discussed several ways to secure funds for community projects and social organizations. One of the most relevant points in this context was the payment for water use and environmental services (PES), as in no country is public funding sufficient to avoid impacts on the basin. In both cases (project financing and payment for environmental services) there is the challenge of ensuring that the funds raised are actually invested in the basin, with due monitoring and transparency of results. In contrast to these opportunities, it was pointed out that the value of charging for water use or fines for improper use are still low to change the behavior of impact – polluting or wasteful productive activities. Planning and implementation of financial mechanisms requires investment and human resources. This is often deadlocked as some organizations do not even have the goods or resources to offer in return. Charging for water use enables the basin to obtain perennial resources that can help in this regard (such as in the PCJ Basin, Paraíba do Sul River and São Francisco River).

Recommendations

Constant monitoring and dissemination of results is recommended, as they are very important to monitor the project, to gain access to funds and motivate users to pay for water. The success of TNC’s Water Producing Projects is associated with this dissemination of results. Civil society needs to be engaged in water management: the implementation of the project took a long time to understand its importance and contributions to the population involved (many did not believe in the possibility of receiving to preserve) and to the involvement of the actors (Extreme City Hall, Water Agency in Camboriú, for example).

Conclusions

It is concluded that there are a variety of financial redistribution or funding mechanisms available, but they are generally very demanding regarding the information required, either for access to the resource or for the maintenance of the project, reinforcing even more the importance to monitor, record and disclose the results of the actions undertaken.
