WATER GOVERNANCE MUST BE COOPERATIVE, TRANSPARENT AND INTEGRATE THE UNDERGROUND AND SURFACE WATER MANAGEMENT IN WATER BASINS

 

The dialogues, projects, studies and diagnostics that underlie the elaboration and implementation of a River Basin Plan, should allow the water governance and its decision-making aspects on the directions and goals to be achieved, consolidated in a shared, cooperative and transparent way.

An extremely strategic point for the decisions to be taken is to conceive the management of water resources integrating surface waters and groundwater, in such a way as to equate the vocation of the basin with its predominant uses.

In this scenario, citizen participation becomes essential to the processes of definition of public policies necessary to ensure water quality and availability.
